Manufacture of Paint, Building Resins & Specialized Lubricants

The client was operating his three business groups on three separate sites in Sydney. It was decided to consolidate all operations (manufacturing, warehousing, sales and administration) onto one new site. The client chose to purchase an existing suitable site rather than start on a greenfield project.

Richard Hall & Associates was invited to advise on the specialist requirements for such an existing site. We subsequently assisted the client in the selection of a suitable site. Once the decision to relocate was approved, we were appointed as the client's Project Managers for the relocation.

Initially we finalized site layout for the external storage of packaged solvents, bulk solvents and bulk aerosol propellant (propane and DME). We finalized conceptual layout for the plant. We arranged preparation of the Development Application, Environmental Impact Statement, Preliminary Hazard Assessment and other submissions required by Department of Urban Affairs & Planning and the Local Authority. Negotiations were undertaken with WorkCover on the adaptation of the existing buildings for their final use.

We prepared final site and factory layouts including dangerous goods storage facilities, and then worked closely with the client's architect to specify the building works required to accommodate the manufacturing processes. We subsequently supervised those building works. We prepared specifications, called tenders and supervised installation of site services including fire protection, power, gas, water, compressed air, bulk solvent reticulation and factory ventilation. New equipment and services were specified, installed and commissioned including mixing equipment and a bulk solvent batching system.

We arranged and supervised the relocation of the three operations onto the new site including specification of the scope of works, tendering selection of contractors and supervision of the transfer and commissioning.

Subsequent to the relocation, we provided on-going technical support to the client.
